Queue Management
Monitors queue length and wait to improve service and safety. The figure exists so somebody can open a second counter before anyone complains.
What triggers it
Length and waiting time, not headcount. A queue of six that is not moving matters more than a queue of twenty that is, and the analytic reports both so the difference is visible.
